Foundation of the Digital Self-Determination Network

The Swiss Data Alliance is a founding member of the new "Digital Self-Determination" network.

Together with the Swiss Academy of Engineering Sciences (SATW), the Federal Office of Communications and the Directorate of International Law, the Swiss Data Alliance has initiated the "Digital Self-Determination" network.

The network serves to implement digital self-determination in Switzerland. Our society should make optimal use of the potential of the data economy on the basis of our democratic values. All stakeholders should work together and contribute to shared secure and trustworthy digital platforms and data spaces in order to use the resulting added value for the benefit of all.

Background

The principles of digital self-determination are set out in the Federal Council's "Digital Switzerland" strategy and "Digital Foreign Policy ". In this context, the "Digital Self-Determination" network was formed in 2019 to enable citizens, companies and public institutions to use the data economy on the basis of fundamental liberal and democratic values.

Principles

The implementation of digital self-determination requires the following basic principles to be guaranteed:

  1. Trust: Transparency about who has access to which data and for what purpose the data is collected and processed is central to traceability and therefore to social trust in the digital transformation.

  2. Control and self-determined disclosure: Citizens have control over their personal data. They can effectively access all data relevant to their decisions, assess the significance and potential value of this data and determine its use by third parties on this basis.

  3. User-oriented data-based ecosystems: Data-based ecosystems should increase user choice and offer customized solutions for their different needs. Users should have scalable offers regarding the extent to which they disclose their data and understandable information about these offers. Individuals should have the option of efficiently transferring their own data to other service providers.

  4. Decentralization and proximity to citizens: As an alternative to data concentration in large technology companies or the state, data should be controlled by different actors. Decentralization of data control counteracts the abuse of power. Data cooperation should create new opportunities for the use of data and serve to improve services at local and regional level.

Members

The network consists of committed stakeholders from all interest groups in Switzerland. It is open to all individuals, companies and organizations who share and want to support the idea of digital self-determination.
